Why is human resources important in hospitals/health care?

I am reading this book Code Blue by Richard McDermott and it's basically about this hospital that is about it to close down. My teacher asked us as human resources why would we want to save it. I didn't think human resources had anything to do with the closing of a hospital.

1. Human = people. Resources = people working. Human resources has everything to do with a hospital closing.
2. Human Resources is another name for personnel department. In english that's the people who work there and if they are poorly trained or incompetent who is going to that Hospital??? You do have a choice which hospital you want to go to even in an emergency.
